do I need to put something over the grass where I am planing garden to keep grass & weeds from growing through?

If you are building a raised bed over the area, the topsoil you place on top of the turf will kill off the grass. If you simply intend to make a flower bed out of part of your lawn you'll need to kill the grass and dig it out, roots and all to keep your new flower bed as weed free as possible. Use a vegetation killer such as Round Up to kill the lawn, then rake out the debris and plant your garden. Best wishes with your project.
