I live in zone 5, last yr I planted English roses. they are own root and were 2yrs old. one of them seems very small right now, but is healthy looking. Is this normal? It is only about 3

I think what you are seeing is normal. As the rose matures and the root system becomes larger, the rose will grow larger, as well. As long as it is putting out healthy new growth, it is perfectly happy and healthy. Just give your rose a little more time to mature. Enjoy your garden!
