We have a dog wood tree in full bloom and we need to move into a new location. When would be the best time to move it? Thanks for all your help.

Digging and transplanting a tree can be stressful to the tree. If you move it now it will surely drop its flowers but it should establish well over the spring and summer months and flower right on time next spring. If you can wait until this fall to move it, after it has gone into dormancy, your tree will barely notice the move. If you have a choice, wait until this fall to move the tree.
