I have made steps with large rocks. I am wondering if I should put any special gravel or dirt so that they will not move with time.

Since you've already constructed your steps, placing gravel beneath the stones might be difficult! Mortar or concrete is not usually needed with large stones. As long as they are fimly embedded in the soil (or in a bed of gravel) they won't move. If they do begin to wobble in years to come you may need to remove the stone and set about 3 inches of gravel beneath it, then replace the stone and rock it back and forth to set it firmly.
