My Hibiscus bushes have periodically black sandlike infestations. I treat it with water and soap. Then all the leaves
fall off...new ones come
and the desease comes back

Sounds like aphids and insecticidal soap will kill the insects but if you apply it in the hot sunshine it can cause the leaves to die. The fatty acids in the product are the cause. I spray my hibiscus with Insecticidal soap in the early morning hours, let it set for about 10 minutes, then rinse the plant off. This removes the oily residue and the leaves do not burn and fall off. Give this method a try. I think it will work well for you, too.
