What is the best way to remove spent flowers? Is it best to just remove dried or wilted pedals the the flower or is it best to cut the stem?

With most plants, deadheading means cutting off the entire spent flower along with some of the stem. The point in deadheading is to stop the seed production and redirect the plant's energy into developing new stems and flowers. So, it's important to remove the entire flower, not just the petals. I just snip the stems down to the level of the rest of the foliage or branches to disguise the cut. Hope this answers your question!
