Bark mulch really isn't a substitute for topsoil. The mulch will decompose and you'll end up with a low spot again. And, it will be difficult for the grass to grow up through the bark and maintain a good root system. Instead, spread slightly less than an inch of soil over the grass in the low spot. Allow the grass to grow through, then add another inch. Repeat as many times as necessary to level the area. You don't have to purchase topsoil. You can use garden soil from a different part of your yard to raise the soil level in your lawn.
