What are these flying double black bugs - Knowledgebase Question

I live in Punta Gorda, Florida - we have been inundated with these flying black insects that look like there are two are stuck together. What are they and are they harmful to plants, shrubs and trees? This is my second spring here in SW Florida and have never seen these insects before.

I'm not sure what the insects are but I suspect they are mating. Many flying insects mate in this way. If you can capture a few of the insects you can put them in a plastic baggie and take them into your cooperative extension for positive identification.
