what fertilizer should I use when planting a 4' arborvitae ?
Are spikes better than powders? or should I use use both and how frequently?

Newly planted arborvitaes won't need fertilizer. You want them to concentrate on developing a healthy root system before you expect lots of new top growth. Wait until next spring and then feed with an 8-8-8 fertilizer formulated for evergreen conifers, or use a fertilizer spike. Don't use both or you may end up with weak, rank growth that will be susceptible to winter damage. Best wishes with your new arborvitae.
