I planted one for the first time last year. It has not returned. Was it due to the severe weather or do I need to do something?

Elephant ear tubers can rot if they sit in soggy soil over the winter months or if the ground freezes. On the other hand, they are slow to sprout - they like warm soils and warm air temperatures. So, you can dig yours up and see how it looks, or you can simply wait a few more weeks to see if it sprouts.
