I HAVE A SMALL 10 INCH HOUSE BAMBOO PLANT AND I DON'T KNOW HOW MUCH WATER TO GIVE IT.

If it's a Lucky Bamboo, it can take any amount of water. In fact, these plants are often grown in vases of water without any soil at all. Just empty and refill the container with fresh water every week to 10 days. If the bamboo is growing in a container of potting soil, keep the soil moist but not soggy wet. If you think of bamboo as a giant grass, you'll understand that it will thrive when given lots of water. Hope this answers your question!
