Can this tree survive in an area where the water table is high in the spring and is considered wetlands though most of the summer there is no standing water?

Maples thrive in moist to wet soils, although the soil needs to dry out some of the time. It won't grow if the trunk is submerged. If you can walk on the area without sinking in, it should be fine for a maple. If other plants grow in the area, it should support a maple tree, as well.
