I have been growing baby's breath from seeds and it has developed a white fuzzy mold over parts of the soil and base of sprouts. What is happening?

What you describe sounds like damping off. It's quite common when starting seeds and indicates overly moist conditions and lack of sufficient air circulation. You may be able to stop the growth by moving your seedlings out into the open where air circulation is better, or by training a small oscillating fan on the seedlings to ensure the air movement is good. Be careful with watering; water from the bottom or at least let the top of the soil dry out a little between waterings. Best wishes with your seedlings.
