Strawberries grow best in warm weather but yours don't seem to be responding to the weather. I'd dig one or two up and see if there is any new growth at all. Look closely for new roots and for green areas on the tops or crowns of the plants. If you see nothing new at all, I'd conclude the plants are not going to grow. You can use a general purpose 10-10-10 garden fertilizer for all your plants. Be sure to apply in amounts as recommended on the package = too much fertilizer can burn your plants and retard their growth. Best wishes with your garden.
