How long after daffodils and tulips quit blooming, can you cut off the leaves/stems, etc. Thanks for your answer

It is fine to trim back the stems and faded flowers, but you should leave the foliage in place to grow and then allow it to fade and dry up naturally before you remove it. This process rebuilds the bulbs so they can bloom next year.
