i have a new construction home and when the sod was laid, the builder did not take care of it - no water. a year later, all the roots are exposed and its patchy. what can i do to have a lush lawn?

You may be able to bring it back to life with water. You might be surprised how quickly it can green up with adequate water. Lawns need about an inch a week, applied slowly so it penetrates down and wets the root system. Water twice a week and it should begin to green up. You can also rake any bare areas and overseed. As long as you keep it well watered, it should thicken up. Best wishes with your lawn.
