My newly acquired tomato plants are in a topsy turvy and were whipped by heavy winds for a week.. then they wilted to a spagetti noodles type plant

Winds will do that! You should be able to prune off most of the damaged stems and leaves and if you leave enough of the main stems attached to the plants, new leaves and branching stems will develop. I'd prune them back by a half. I think they will recover nicely.
