i purchased and planted about 15 wiegielia because i was told they were deer resistant, not so. what can i do

No plant is completely deer resistant but Weigela is high on the list of plants deer don't like. If they are nibbling on yours it's because there's a large population of deer and the competition for feed leads them to your weigela. About the only way to keep your plants safe is with a fence, at least a temporary barrier until the plants grow larger so that occasional nibbling won't harm them. By that time the deer may have moved on or changed their diet. Best wishes with your weigela.
