Getting Garlic to bulb - Knowledgebase Question

I cannot get garlic or onions to bulb. Soil test says everything normal.
How do I get them to bulb and how do I determine when to harvest?

Onions and garlic bulbs are typically planted in the fall and should be ready to harvest at the end of the summer. When the leaves yellow and fall over, the bulbs are usually ready to harvest. If you see a flower stalk beginning to form, cut it off before it flowers and sets seeds. If you allow it to grow, it will sap the strength from the bulbs and you'll end up with seeds but no bulbs.
