Rust/copper deposits on new leaves. Have treated with Bayer Tree & Shrub. Is this a fungus? Is there a spray for this ?

Small bright yellow spots is a symptom of azalea rust, Puccininastrum vaccinii, a fungal disease. Orange-red pustules containing spores form on the lower surface of the leaf. You can treat with Microcop, a copper based fungicide. Good air circulation is helpful.
