I recently noticed white spots all over the grass on my lawn as if somebody pored
a milky substance over it. There are also brown spots as well.

It sounds like the fungal disease called powdery mildew. An application Mancozeb or Bayleton will often give satisfactory control but repeat applications may be necessary. You can rake out the brown areas and overseed them. Some products containing Mancozeb include Fore Lawn Fungicide (Black Leaf Products Company), Maneb Plus with Zinc (Green Light Company), and Broad Spectrum Mancozeb Spray (Green Light Company). Be sure to apply according to label directions.
