I see flies around my dahlias. do they atract flies? what should/can do about it?

Flies can be attracted by sweet nectar and sometimes by pollen. Your dahlias are loaded with both so I wouldn't be surprised that flies are interested in them. There's not much you can do to discourage them, except maybe to hose the plants off in the morning to rinse away some of the nectar.
