Ivy is really difficult to eradicate. The best way to control the pesky weed is to dig it out, roots and all. You can also paint a vegetation killer such as Round Up directly on the stubs after cutting the vining plant back. It is a contact killer, though, so you'll want to avoid getting it on your lilac or other nearby plants. Best wishes with your project!
