When is the best time to cut back knockout roses so they don't get out of control big.

Knock Out roses don't seem to mind being pruned. I cut mine back in the spring, sometimes by as much as one half, and then periodically prune them in the summer time to encourage them to grow thick and bushy. Since they bloom on new growth, this seems to keep them flowering nicely throughout the summer. Best wishes with your landscape.
