How should I amend the soil under an old evergreen tree so I can grow shrubs?

You'll run the risk of damaging the roots of your evergreen if you dig soil amendments into the soil. So, plant your shrubs and then mulch over the soil beneath them with a few inches of compost. As the compost decomposes it will release nutrients into the soil.
