Weed killers will control the weeds but you'll still have to deal with the stickers left behind. It can take years to get them out of the lawn - and since your dog is a magnet to them, it's not going to be an easy task to live with the stickers. You can kill both the foxtails and the sandburs with a spray of vinegar, which is probably the best treatment since you have a dog. To be honest, if it were my yard, I'd completely remove the existing lawn and weeds and lay sod for an instant and weed free lawn. A vegetation killer such as Round Up will kill everything. Once it's dead you can rototil the area, rake out the debris, level the area and lay fresh new sod. It's an expensive way to go, but it will solve all kinds of problems for you!
