White spots on the underside of my spreading shrubs and upright shrubs

I can't identify the problem without actually seeing it. Could be insects or might be a fungal disease. Why not clip off an affected leaf or two and take them to your local extension office or well staffed nursery for help? Once you've identified the problem, you'll be able to choose a control strategy (with help from the staff).
