I'm building a house in Orange County, New York and would like to know if the Tamarisk tree can be grown in
this zone.

Yes. Tamerisk (Tamarix ramosissima) is very cold hardy. It does best on an acid, well drained (even sandy) soil which is not too rich and needs a location in full sun. Tamerisk is considered to be tolerant of both salt and poor dry soil, so it is one tough plant.
