Ive heard that adding soil,to the base of oak tree{Live Oak}will kill it.is this true?

Any time you change the soil grade you can damage the roots of a tree. A few inches are acceptable but 6 or more inches of soil can actually suffocate the roots of your tree. Another concern is if you pile soil against the trunk of the tree. Soil can hold moisture against the bark and cause rot. Hope this answers your question.
