I planted a rose bush a little over a month ago. There are still no leaves coming out on it. Should I assume that it is dead?

By now you should see at least some swelling on the canes. I'd dig it up and check to see if the roots have expanded into the soil. If so, it's still alive and just slow to grow. If you see no new root growth, it's probably dead. Let's hope for the best!
