I live in western PA. My neighbor wants to give me some iris'. When is the best time to transplant them from her garden to mine?

You can dig and transplant the irises after they have finished flowering, or anytime up to about mid August. This will give them a chance to re-establish themselves before winter weather arrives. Lucky you to have such a generous neighbor!
