I have two roses and one now looks like a skeleton with flowers. I bought them because they were supposed to be care-free. I've checked them several times to see what is eating them but I find nothing. Aside from the holes, they also have what looks like leaf-miners or something eating between the leaves.

Sawfly larvae skeletonize rose leaves and I suspect that's what is doing the damage, especially if you also have leaf miners in the other leaves. Use a product called Rose Defense and that should take care of the problem.
