Chives shouldn't be allowed to produce flowers. If it does, the flowers will develop seeds and the plant will die. The best way to care for chives is to cut off the amount of leaves you intend to use. The more often you cut, the more leaves that will develop. If you see a flower stem begin to emerge, cut it out immediately. This will keep the plant developing edible leaves instead of directing its energy into seed making. At this point, I would cut down the flower stem and just continue harvesting the leaves for use in the kitchen.
