My lemon and orange trees (both dwarfs) ended up with dry scaly marks/spots on the fruit. Is that from drought or too much water or bugs? Had only onehurricane to give them too much water.

Wind damage is usually the cause. This can happen when the fruit is forming and the rind is soft. It is easily scratched by leaves and branches during windy weather. The fruit should be just fine = only the outer part of the rind will be affected.
