|It's hard to diagnose a plant problem without being able to inspect the plant, but two things come to mind: nutritional deficiency and overly wet soil. Foliage discoloration and stunted plants can easily be caused by soil that is too wet and drains poorly or soil that is too compacted for good root growth. You'll need to do a little detective work to figure out the problem. Good luck with your rose of sharon.
