Sorry for your disappointment! Dahlia tubers will dissolve in cold, wet winter soils and that's why they need to be dug in the fall and stored in a cool but above freezing area. They really are worth the trouble, though! Peonies might be a better choice for you. Once they are planted they can remain in the same spot for decades.
