WHY IS MY GRASS GROWING IN CLUMPS IN MY FRONT LAWN. COULD IT BE FROM THE NEXT DOOR NEIGHBORS DOG .

Very possibly! Dog urine contains some nitrogen but because it is so concentrated it can kill the grass in spots, but the grass surrounding the spot can grow really tall because of the nitrogen. About the only other reason for clumps of tall grass is that you have a weedy grass invading your turfgrass. If you think it's a weed, you'll want to dig it out, roots and all, and reseed the bare areas.
