There are insect pests called whiteflies that might match your description. They are tiny, bright white and can cause damage to leaves through their feeding. They are difficult to control, though, because they tend to fly away when disturbed. The cypress tip moth is another pest of arborvitaes, and Arborvitae Leafminer adults are small moths. Since we're not sure what the insect might be, it will be best for you to capture a few and take them into your local cooperative extension office for indentification. Helpful staff can also recommend control strategies. Contact Cornell Cooperative Extension of Suffolk County, 423 Griffing Avenue #100, Riverhead, NY 11901-3071, (631) 727-7850

Best wishes with your arborvitae!
