Bougainvilleas bloom best when they are rootbound, but transplanting into a larger container shouldn't delay the flowering too much. Your plan to keep the roots from freezing during the winter months will work - as far as the roots are concerned, but the tops will die all the way down in your winter weather. So, although you'll have a huge root mass, the plant will have to begin all over again each spring so it probably won't ever climb up your pergola the way you want it to. However, it might be worth a try.
