I have a rocked&mortar pole base 4'hx3x3'w hollow in the center, with a hollow wooden enclosure goes up to a 2nd floor entry way overhang. Bees have been swarming here for the last 3to4 years,we have had bee keepers/ exterminators and others come out to get rid of these bees, have combs, which have had removed, in the hollowed lower rocked and mortar area, suggestions to get rid of bees?

This sounds like a problem for a professional bee keeper! If the bees were completely removed the first time, they would not have returned the second time. I can only suggest you contact your local cooperative extension office (Texas Cooperative Extension, 200 Taylor St Suite 500, Fort Worth, TX 76102 phone (817) 884-1945 ) for assistance. They can recommend professional bee keepers and may even come out to see how best to fill the hollowed out area where the bees are living. You may have to fill it with concrete or mortar or at least attach some window screening as a physical barrier to the bees. Good luck with your project.
