The tips of the leaves on my plumeria are turning black as are some of the new growths what is this and what do I do

Black tip is a bacterial disease on your plumeria. Plants are more susceptible to it in the spring, when the weather is cool and when they are nutritionally stressed. Feed your plumeria with a balanced fertilizer and try irrigating the leaves with a seaweed extract. Be sure to remove any affected leaves when they drop from the plant. The problem usually disappears in mid-summer when the weather is warmer and drier. Best wishes with your plumeria.
