Can I reuse the soil that is already in my pots from last year to plant my new plants or do I have to put new soil in? Also can I just leave the old dirt in the pots and set the new containers of flowers on top?

You can reuse the potting soil but you should dump it out, mix some fresh potting soil into it, moisten it well and then refill the pots before planting your new plants.
