I live in zone 5, have a house kitty-corner behind me that is seafoam green with 8' high chain link arbors. I have utility boxes in the back corner of my lot. Would like a very tall, very fast-growing non-invasive perennial or evergreen (bamboo?) for that corner that will hide the view, but allow the utility companies access to the boxes. I currently have an elm sapling about five feet away.

You can use a clumping bamboo in the area. Stay away from running bamboo or you'll be forever digging it out! Tall ornamental grasses will also work. Or, you can install a trellis and grow an evergreen vine or tall growing vining annuals such as Scarlet runner beans, sweet peas, or hyacinth bean plants.
