My bouganvillea is full of new leaves; however it is not blooming what am i missing?

I don't think you're doing anything wrong. Bougainvilleas bloom on a 4-6 week cycle. They grow, flower, rest, then grow and flower some more. New growth is a good sign. You'll probably see new flower production in another 3-4 weeks. Best wishes with your bougainvillea.
