I have heard that cayenne pepper and also that garlic oil repels garden pests. Will the cayenne pepper hurt my veg. plants if I sprinkle directly on the plant?

A liberal sprinkling of dried cayenne shouldn't hurt your plants. Oil, garlic or otherwise, has a tendency to burn leaf surfaces exposed to hot summer sunshine so use it carefully. Best wishes with your garden.
