I have a dwarf nectarine tree planted in a whiskey barrel. Some of the leaves are curling and look like there is a white powder on them. A few of the stems are bare and no longer have leaves on them. What could this be and how do I take care of it?

What you describe sounds like powdery mildew, a fungal disease. Several products are registered for control of powdery mildew on nectarine trees, including Ortho Multi-Purpose Fungicide and Spectracide Immunox Multi-Purpose Fungicide.
