I planted 12 golden vicary privets late last summer. They look very healthy but are growing very slowly. I'm using compost tea and some spike fertilizers. Is this
normal for them?

I think it is normal for your privets to be growing slowly at this time. Although they have been in the ground since late last summer they really only had a month or so last year to settle into the soil and only a month or so of great growing weather so far this year. As soon as the roots are well established you should see a faster growth rate. Until then, just continue to give them TLC. Enjoy your garden!
