jatropha has developed white growth on all blooms and they are sriveling--what do you suggest

I can't tell from your description whether there is anything wrong or if what you are seeing is the natural latex from the plant. It's possible it is escaping through the flowers and it might be that the flowers are spent (they don't last forever) and the latex is escaping from the vascular system and pooling in the flowers. I'd simply remove the flowers to remove the sticky latex and make the plant look more attractive.
