i have planted hardy mums out side to grow, but they never seem to come back why??

I you are sure you are purchasing hardy mums, the only reason for them not to return in the spring is if the soil remains too soggy and the roots become waterlogged over the winter months. This year when you plant, amend the planting bed with organic matter to keep it loose and well draining. After frost kills back the tops of the plants, cut them off at soil level and pile 4-6 inches of organic mulch over the top of the bed. You can use compost, shredded leaves, straw or pine needles as an organic mulch. Hope this helps your mums survive this winter.
