|Lilac bush has not bloomed in awhile

|Lilacs bloom best in full sunshine and their flowers develop on new growth. I'd prune the shrub back to encourage new growth. If it is getting adequate sunshine, it should bloom. Since the flower buds develop over the summer months for the following year's floral display, the buds can sometimes be nipped by a late frost. This might also account for the non-blooming. Prune it back now and we'll hope for the best next spring.
